For five decades, the attorneys of Lounsbery Ferguson Altona & Peak have represented the interests of public agencies. Firm attorneys are serving or have served as contract City Attorney and special counsel for many different agencies.
In today’s environment, most large projects face opposition and none are approved without meticulous CEQA review. The cost and delay of an overly broad environmental review can kill a project, but an inadequate CEQA review will leave a public agency vulnerable and subject to challenge.

Catherine Ferguson advises clients on matters regarding Real Estate law and Land Use matters, Environmental laws, and Municipal laws. Her Real Estate/Land Use practice includes real property purchase and sale agreements, real property title, commercial leasing, zoning regulations, project entitlements, easements, and civil litigation. Her Environmental Law practice includes due diligence review and environmental impact reports under CEQA. Her Municipal Law practice includes entitlements, development regulation, housing laws/policy, affordable housing entitlement, and municipal code interpretation.
Ms. Ferguson graduated from the University of San Diego School of Law in 2016 with a concentration in Public Law. Prior to graduation Ms. Ferguson interned at the Oceanside and San Diego City Attorney’s Offices, San Diego Coastkeeper, and the USD Law Civil Law Clinic.
Ms. Ferguson did her post-bar internship at Procopio Cory Hargreaves & Savitch in the Family Law department assisting with cases involving real property disputes.
Ms. Ferguson is an active member of the State Bar of California and admitted to practice before the United States District Court for the Southern District of California. Ms. Ferguson is a member of the State Bar of California Environmental Section and the San Diego County Bar Association.
Ms. Ferguson also serves as an Executive Board Member of the San Diego Building Industry Association’s yGen committee. She also serves as a Board Member for the YIMBY Democrats of San Diego County.
