Municipal Law

Ms. House has practiced in the area of municipal and public agency law since joining Lounsbery Ferguson Altona & Peak LLP in 2010.  She currently serves as the Assistant City Attorney for the City of San Marcos and advises the San Marcos Planning Commission.  Ms. House also assists the City of Lemon Grove as Deputy City Attorney and has assisted numerous other public agencies with special counsel work.

Her practice areas include general municipal and public agency law, public contracts, the Brown Act, the Public Records Act, Fair Political Practices Commission and Political Reform Act compliance, conflicts of interest, campaign finance and elections laws, administrative law, employment and personnel matters, the Health Insurance Portability and Accountability Act, code enforcement, land use, planning and zoning, public works, and prevailing wage.  She has participated in conferences, negotiations, settlements and hearings before various local, state and federal agencies, and has prepared and presented on parliamentary procedure and the Brown Act, prevailing wage, executing contracts and insurance requirements, and campaign finance and elections laws.

Ms. House previously worked in the field of emergency planning for Heartland Fire and Rescue, serving the Cities of El Cajon, La Mesa and Lemon Grove, and assisted the Office of Homeland Security for the City of San Diego.

She currently serves on the Editorial Board of the San Diego Lawyer Magazine.  Prior to joining Lounsbery Ferguson Altona & Peak, Ms. House published several articles for various legal publications, including the San Diego Lawyer Magazine and the San Diego County Bar Association Bar Report.

Ms. House graduated, with honors, from San Diego State University with dual bachelor’s degrees in Journalism and Political Science, and earned her Juris Doctor degree, with honors, from Thomas Jefferson School of Law.  She is a member of the California Bar Association, the Public Law Section of the California Lawyers Association, the San Diego County Bar Association, the North County San Diego Bar Association, the Riverside County Bar Association, and the City Attorneys’ Association of San Diego County.
